Accreditation of investigator, researcher and caregiver staff

All personnel participating in an animal research procedure must have their training recognised by the Department of Territory and Sustainability. Personnel handling animals used, bred or supplied for research and other scientific purposes, including teaching, must receive appropriate training and have the Department of Territory and Sustainability provide the recognition of training for performing one or more of the following functions autonomously:

  • Animal care function.
  • Animal euthanasia function.
  • Function of carrying out the procedures.
  • Project and procedure design function.
  • Function of manager of the "in situ" supervision of animal welfare and care.
  • Function of designated veterinarian

Accreditation must be applied for before participating in an animal research procedure. The procedure must be carried out by the applicant in person at any OGE office or online.

Documentation

In order to be accredited, the following documentation must be delivered, together with the Application of the Generalitat:

  • Diploma of the recognised training course.
    • For all functions except that of a designated veterinarian, you must present documentation demonstrating knowledge or experience in animal medicine used in research and other scientific activities, including teaching; and animal care, euthanasia and procedures, if you have a professional training certificate or certificate of professionalism, which includes the learning outcomes included in the modules corresponding to each function according to Annexe I of the order ECC/566/2015, of 20 March, which establishes the training requirements that must be met by personnel handling animals used, bred or supplied for research and other scientific purposes, including teaching.
  • Accreditation of the contents of the training course.
    • Only for courses taken abroad.
  • Certificate from the centre on the completion of the work under supervision.
    • For the functions of caring for animals, euthanasia and carrying out procedures, unless you have a professional training certificate or a certificate of professionalism.
  • University degree.
    • For project and procedure design functions, “in situ” supervision of the designated animal and veterinary welfare.
  • Vocational training qualification or certificate of professionalism that includes the learning outcomes included in the modules corresponding to each function, according to Annexe I of Order ECC/566/2015, of 20 March, which establishes the training requirements to be met by personnel handling animals used, bred or supplied for research and other scientific purposes, including teaching.
    • For the functions of caring for animals, euthanasia and performing procedures, without additional requirements.
  • Documentation accrediting knowledge or experience in animal medicine used in research and for other scientific purposes, including teaching. Copy of the NIF / NIE, in case you have refused to hand it over
    • For the function of designated veterinarian as an alternative to the diploma of the course recognised in the function of designated veterinarian.
  • Copy of the NIF / NIE, in case you have refused to hand it over.

Requirements

Animal care function (a) / Animal euthanasia function (b) / Procedure performance function (c)
In order to obtain the recognition of the qualification for these functions, the fulfilment of some of the following requirements is required:

  • Vocational training qualification or certificate of professionalism that includes the learning outcomes included in the modules corresponding to each function, according to Annexe I of Order ECC/566/2015, of 20 March, which establishes the training requirements to be met by personnel handling animals used, bred or supplied for research and other scientific purposes, including teaching.
  • Pass the training courses aimed at achieving the learning outcomes included in the modules corresponding to each function, according to Annexe I of Order ECC/566/2015, of 20 March, and the development of a period of work under supervision until the acquisition of the necessary skill to carry out each function independently.

Project and procedure design function (d)

In order to obtain the recognition of the qualification for this function the fulfilment of the following requirements is required:

  • Have a university degree, master's degree or doctorate, or equivalent, in Biology (animal), Medicine, Veterinary Medicine or any other discipline that incorporates studies in animal biology and physiology in its training programme.
  • Pass the training courses aimed at achieving the learning outcomes included in the modules corresponding to this function, according to Annexe I of Order ECC/566/2015, of 20 March.

Those who have a bachelor's, master's or doctorate degree, or equivalent, other than those indicated in 'number 1', and who pass the courses referred to in 'number 2', will also be able to obtain training for this function, provided that these courses include an additional module on the fundamentals of animal biology and physiology, oriented to the species or group of species involved.

Function of responsible for the "in situ" supervision of animal welfare and (e)

In order to obtain the recognition of the qualification for this function the fulfilment of the following requirements is required:

  • Have a university degree, master's degree or doctorate, or equivalent, in Biology (animal), Medicine, Veterinary Medicine or any other discipline that incorporates studies in animal biology and physiology in its training programme.
  • Pass the training courses aimed at achieving the learning outcomes included in the modules corresponding to this function, according to Annexe I of Order ECC/566/2015, of 20 March.

Function of designated veterinarian (f)

In order to obtain the recognition of the qualification for this function the fulfilment of the following requirements is required:

  • Have a university degree, bachelor's degree, master's degree or doctorate, or equivalent that allows the practice of veterinary medicine.
  • Pass the training courses aimed at achieving the learning outcomes included in the modules corresponding to this function, according to Annexe I of Order ECC/566/2015, of 20 March*.

Exemption from these courses may be granted to those who have documented knowledge or experience in animal medicine used in research and for other scientific or teaching purposes, equivalent to the learning outcomes included in the modules corresponding to this function.

Analogies for the training of staff using research animals

All researchers and experimenters accredited in accordance with Decree 214/1997, may apply for re-accreditation (recognition for training) in order to consider their qualification as a personal user of research animals according to the following functions of Article 15.2 of Royal Decree 53/2013:

  • Function to take care of the animals (former caregivers).
  • Animal euthanasia function (former researchers).
  • Function of carrying out the procedures (former researchers).
  • Function of project design and procedures (former investigators).
  • Function of responsible for the "in situ" supervision of animal welfare and care (former animal welfare advisers).
  • Function of designated veterinarian.
     

The CEEA manages this accreditation of UAB research animal user staff. For this reason, if you are interested in continuing to perform these functions as investigator staff, researcher, caregiver, animal welfare or veterinary consultant, you must request this re-accreditation using the “Application for Re-Accreditation” form. You must submit one application per function. This application is done online, you do not need to email anything.
